Hi, I would appreciate if someone can help in answering these two questions about PGP since I could not find a clear answer anywhere.
1. For non-Quebec provinces, we need 3 past years of income above a threshold. Does it count if I have 2 out of 3 past years above the threshold while I was a PGWP holder and 1 year as a PR OR all 3 years have to be only while being a PR?
2. Quebec seems to only require 1 year of income proof, but the PGP is first assessed by IRCC (Federal) before going to Quebec immigration offices. Does it mean that if we currently live in Quebec and already have the past year’s income above the required income threshold, neither IRCC nor the Quebec immigration office will care about income before 1 year ago?

I can confirm first point, income reported on PGWP status will be considered towards your eligibility for both super visa (1 year) and PGP (3 Years) and you achieved minimum amount set by IRCC for each past 3 years before applying.
