For parents PR they don’t have marriage certificate. My parents are from India and they already are in Canada on super visa. Did anyone has had applied in the past without marriage certificate. Please suggest because I am debating what to do. Should I send them back to obtain one. They have other documents like Adhar card.

Do they live together and have for decades? They can apply as common law. You can include a letter of explanation that they were married (religious or whatever) but cannot find docs/docs not available/wasn't a civil marriage/whatever.
They'll just need to show that they've lived together for a minimum of 12 months.
