i am a Canadian Citizen my Parents visit visa holder
In this situation only Canadian citizens and PR holders can come to canada from Pakistan

Can parents allow to come as a visitor
Plz advise me

They can as long as they can prove their reasons for traveling to Canada are "essential".

Just to add that even if they manage to come they may have a challenge getting travel insurance due to the COVID situation. Something to keep in mind whether right now is really a good time for parents to travel as well as the 14 day mandatory quarantine/isolation.
