My wife bcomes a PR in 2022, she will have her first NOA for 2022 this year. Can she be my co-signer to sponsor parents?

So your parents have not been selected in the lottery and this is a hypothetical question. 2023 requirements are not know so LICO is not yet posted for PGP.
When did you get married? She can be your co-signer if she agrees to take on the 20 year commitment. You need to meet LICO for all family members including your spouse if you were married in 2020 and 2021.

No my parents have not been selected. I plan to start the process this year. So my first step is to have the income meet the requirement. And yes LICO is not posted yet, but adding my wife’s income it should be enough if the bar is consistent for past years (even before Covid).

"your co-signer must provide proof of income for the last 3 taxation years before the date of your application"

According to previous years' requirement, her income on NOA 2022 can count as co-signer/family income.
BUT we need to wait for offical requirement for this or up coming year.

As far as I am concerned, even if your wife only has 1 year of employment, as long as you and your wife can meet the income requirement of the past 3 years combined, you are okay. (ie you meet the first 2 years but your wife's income help you meet the 3rd year requirement). If both of you cannot meet the 3 year requirement, regardless of how long your wife has been working, then you would have to wait until you both do.
We don’t even know if there will be an EOI this year so would wait until the information is released. The reality is the majority of people do not get selected the first time they apply to sponsor their parents. It often takes many years to get selected and there is an attempt to prioritize people who have qualified for the longest time.
