Hello, I got married in October 2019 and I am Canadian PR. My spouse(wife) is non-Canadian doesn’t hold PR status yet and we are expecting baby in July. Will I be eligible to get parental leave EI if baby born outside Canada , I had to leave job for couple of months?

Really depends. Mot all Canadian workers are eligible for parental leave. Depends on job, how long you have been working, whether you are self-employee, etc. CRA would be the one to ask not the healthcare system.
