Parent Family PR sponsorship - Photograph Requirements and Visa Office

Hi,
We will be sponsoring our parents ( are visiting us on PGP visa) in Jan 2014 once the new forms are out. Request assistance on the below questions.

1. There seem to be no requirements for photographs in the document checklist. Are we not required to submit photographs along with the application, like we did for ours say?
2. Visa Office: Are we allowed to give Ottawa as a Visa office or are we not allowed to? If not, and we end up choosing Delhi (India) as the Visa office are there a separate set of documents to be filled out. See below link.

Forms aren't out yet, that form is stage 2 if that form remains the same
