I have taken CELPIP test and got CLB 7 in all sections except reading where I got CLB 6. This made me not eligible for EE. I am planning to apply for Ontario PNP under foreign workers stream (paper based-nonexpress entry) as it does not require IELTS/CELPIP if you have worked for two years in canada and your NOC is either O or A. However, I am stuck with job offer letter. No employer gives offer letter until and unless you have PR. But it is mandatory if you want to apply for PNP basing on your experience as a foreign worker. Please suggest me what I can do
