Is it enough? because if we take a look on check list provided by CIO and read work experience section. at the end of this section they write, If you can provide the employement contract and experience letter, provide the reason in writing. It seems that these two documents are not mandatory.
Yes, You can Provide the explanation in lieu of Contract, but the expalantion should be Reasonable enough to convince the Visa Officer, (the later part is jut my assumption, and what I did in my case)

I had the same issue with my previous employer. When I talked about this to my consultant he said a clear covering letter will solve the problem. It will be good if you can provide them with your business card or a reference letter from your supervisor or manager. Thats how I did in my case.
CHC as per my beleif really consider genuine reasons if anybody fails to produce supporting documents. What you can do at the moment is explain in detail the reasons why you could not get a contract letter (like most pak employers doesnt provide contract letter because of such and such) and if possible get a business card or any reference of your supervisor or Manager. Make sure you notarize your original experience letter with a certified notarizing authority in Pakistan and that will do. This is not a big issue. They might enquire with your employer regarding your employment with them and thats it. If its quite common in Pakistan employment I am sure the CHC London would have seen many applicants with no contract letters.
My visa office in New Delhi, India and I havent received any letters from the visa office. This info was from my consultant who is in business for few years now and he is very respected in consultation of Canda Immigration.
