I'm currently a contractor signed with an agency. I am a temporary employ with them, receive T4 and also get 4% vacation pay.
The company made all contractor take 2-week furlough during the summer and Christmas. So I wonder if the furloughs I took consider paid or unpaid vacation?

No, but I receive vacation pay on all my other paycheck.
Also they are out of country vacations.
They're not paid vacations. You get pay in lieu of paid vacation - that's the 4%.
A paid vacation is where your regular pay is continued and you are not at work.
I frequently take paid vacation outside the country
