I worked continuously for 16 months under NOC 2174. After that, I took 4 months' paid leave. My question is, can I count it as 20 months experience for fsw. And can I explain it in loe that I am claiming points for 1 year of work experience?

No you can't count the 4 months of paid leave as time worked. You can claim the time you actually worked.
