Posting this here in hopes that someone can provide clear direction as to what steps should be taken.
My husband is a US citizen and we have applied outland. We recently (26-Sep-17) received Decision Made on ECAS, however I know of a number of people who received a decision at the beginning of September who have yet to hear a peep from IRCC.
That being said, my husband is considering coming up to Canada early (we miss each other A LOT) and is unsure of what should be done.
The best that I can gather from reading posts here and there is that he is able to come to Canada with proof that we’ve received a decision etc. and be a visitor until he receives his CoPR.
My questions are:
1. When he arrives at the airport, will he need any further evidence aside from a printout of the decision?
2. He will need to change his address to a Canadian address – this can be done through the webform, I believe?
3. Can he ship his belongings up here without running into any issues?
4. Are there any other considerations I’m excluding?
1. Ideally he should have a return ticket since he can only visit at this time. He should carry proof that the PR application has been filed - as well as proof of his ties to the US (again he's only allowed in as a visitor at this time). He should also be able to demonstrate that he has sufficient funds to support himself while a visitor in Canada. Last but not least, he should pack as a visitor (i.e. don't bring things a visitor to Canada wouldn't normally bring - leave that stuff in the US in storage until PR is approved).
2. I believe so. Hopefully someone else can conform.
3. No. He can only import belongings duty-free once he is a PR. Again, all he can do is visit at this time. He should minimize how much he brings with him to avoid problems at the border.
4. He'll have no health care coverage. Make sure he takes out insurance.

I had read some about dual intent - will he need to claim that? Additionally, if the decision is positive, is there a chance they'd turn him away at the border if he tried to come visit? He's stayed here multiple times for extended periods and has never had any issues crossing the border, just paranoid that now would be the worst time to have a run in with CBSA.
