Hi everyone

I'm inland sponsoring my wife who has two kids of her previous marriage and kids aren't here with us. We received the AOR for sponsorship application and wanted to apply for her OWP. It seems adding kids to the application, means requesting a study permit for one of the kids who's over 15.
So does it mean if they arrive here, they (or the older one) have to pay to register at school? And they won't be eligible for Medicare?
