OWP for inland Spousal PR

I am trying to gather all the required documents for a friend of mine for Inland PR sponsorship. I am stumped as to where or how to get OWP form IMM 5710 from the website. Whenever I click on the link to the form it keeps going to "apply online" website. Is there any way to submit an OWP form on paper to submit with PR application or is the OWP only available online. I thought you have to submit the paper form with the inland PR application. How can I do this if online is the only option.

I never submitted an OWP for my wife when she applied for PR spousal thus no clue on how to go about it.

Would appreciate getting help on this.
