I am based in Alberta. My wife and I requested a one year visitor's record and we were granted that at the airport.
We then went right to a DMV and I requested my wife have alberta health insurance. It was granted and she received her health card in the mail a week later. The whole process was scary easy. All the government wanted was mail with the current address that she resides in Alberta with and our marriage certificate. We signed a form saying she was intending to reside in the province for at least a year. This was before we even submitted our PR app! There is a catch, however. If we were audited and the government found out my wife had left Alberta and moved somewhere else - she would be charged for the medical services that she received here.
I'm not sure what Ontario is like but I would look into it and see?

You don't qualify for OHIP currently. Once you have proof of a 6 month contract from an employer you can apply for OHIP. Alberta is one of the provinces that provides health coverage for families early on because they don't have super high immigration levels.
