Hi, i am trying to get a basic idea of how parental sponsorship works. I know it is "on-hold" at the moment (Until Dec 2013), but assuming they start accepting applications again, it seems like the basic overview is:
1.) Parents apply outland from homecountry
2.) PR granted, they move to Canada.
3.) Sponsor is responsible for 10 years for them if they go on welfare or something.
4.) PR gives them healthcare
5.) Can they work? Do they need a work permit? Can they apply for an "open work permit"?
6.) They must live in Canada for 2 out of every 5 years. (this rule may become more strict)
7.) After 3 years in Canada they can apply for citizenship if they meet the requirements
8.) After 10 years they will qualify for OAS if they are geting old enough to retire.

I sponsored my parents and I can probably answer some of your questions.
1. Yes, they apply outland.
2. Yes, PR is granted when they land.
3. Yes, it is a 10 year responsibility.
4. Yes as a permanent resident they can access health care. Coverage will depend on the provincial health care rules.
5. Yes they can work, as a permanent resident they don't need any type of working permit to apply for a job.
6. I thought it was 3 years out of the last 5 years to retain residency status?
7. Yes they can apply after 3 years of residency.
8. No idea about the OAS, can't help you on that.
1) Outland - Exception: if your folks are in Canada on Supervisa, you can choose Canada as Visa Office and the file goes to CPP-O. Thats how few folks have done, check in Parents Sponsorship thread
