Overstay-PR

Hi, one of my friends is going to apply PR. He's been here in Canada 3years with TWP visa.
But his concern is that how his previous overstay record (more than 1 year) in Canada before 2010 will affect PR process and how he should do.

And he also has a TWP visa refusal record from Seoul Canada Embassy back in 2007.

He's wondering if CIC still keeps the refusal record and overstay record.

They certainly keep records of refusals. They may or may not know about the overstay. Neither should affect the PR application as long as he is honest about both in his application.
