My mum who is 75 years is travelling to Canada in June,2013 from India. Please advise if it is mandatory for her to purchase Travel Insurance, will they check for it at the airport on her arrival.

No, they would not check for it. But you should pay for a travel insurance because health care and emergency services in Canada is very expensive.
