Overseas Filipino Worker(OFW) applying for TRV

My brother is an OFW in Singapore and applied for TRV but refused due to below reasons:

- travel history
- family ties in Canada and in your country of residence
- purpose of your visit
- personal assets and financial status

Any advise for supporting documents to add for re-application that will prove that he will not overstay in Canada?

What documents did he submit in the first place?

Although to be honest, it’s usually not because of documents that one is approved/denied, but the content of those documents, i.e circumstances.

There is usually a higher than normal refusal rate for applicants who are working away from their home countries; I reckon because Canada believes that these people are more likely to ve OK with overstaying or working in Canada.
