overall score not update

I created my express entry profile on June 17 at 4 pm at that time my overall score is showing 376 but as per crs tool my score is 423. my Canadian education point is missing. In addition is that possible am I eligible for fsw and cec both? because in my profile its showing both "met".

I checked it 4 to 5 times there is no mistake.

The question is asking whether half of the courses of your program were ESL or FSL courses (courses for you to LEARN the English/French language). It is not asking whether those courses were taught in English/French.

If you don't have the patience to wait for your updated score then withdraw your profile and recreate a new one.
