over-stayed immigrant

My Filipina employer's son who was an immigrant before had over-stayed in his home country. Philippines for more than a decade now and he wanted to go back here in Canada. Furthermore, he is asking if he will be accommodated considering he is an immigrant before and might need minimal requirements to enter Canada. However the last options might apply for a tourist visa to visit her mom here.. What do you think is his options in returning back to Canada?

He can try applying for a travel document under Humanitarian and Compassionate reasons if he feels he has qualifying reasons for why he was unable to return to Canada to meet the residency obligation. Note that family, marriage, school and work are not accepted as valid reasons. Realistically after 10 years there is really extremely little chance the travel document will be approved.

If the travel document is refused and he wants to visit Canada - then yes, he will have to apply for a visitor visa. If he wants to return to Canada to live here, then he will have to apply to immigrate again from scratch. He will get no special consideration because he was an immigrant before. He will have to qualify just like anyone else.
