Hello,
Me and my sister we are Permanent residents of Canada. And currently live in New Brunswick.
We are the only child to our mother (Dad pass away).
Our mother (63 years old) left in Israel alone.
She has no relative in world, apart from both of us.

We wish to bring her to Canada by Humanitarian & Compassionate Considerations Program.

I found documentation for this process but only for: "In Canada - Humanitarian & Compassionate Considerations".
Is there any program from Outside the Canada?

Why not just standard parent sponsorship?

Why do you want to bring your mother to Canada by the H&C program???

What prevents you from sponsoring her as your parent?
 
I don't think an unwillingness to wait 41 months is grounds for humanitarian compassion... Sorry, but H&C was not devised as a loophole, I believe. If it were possible, why on earth would anyone wait 41 months???

But you can apply to sponsor her in 2015! Good luck!

Does she hold an Isreali passport? She can come visit visa-free

You can also apply for a super-visa.
 
Someone being left alone is NOT grounds for H&C.

Unless there is some specific reason that actually qualifies her for H&C, either you or your sister will need to follow the rules of normal parents sponsorship. You'll need to show 3 consecutive years of Canadian tax returns showing you meet the necessary LICO amount for parents sponsorship before you can apply.

No - there is no outside of Canada process.

As others have explained her options are to come her on a regular visitor visa or a super visa - or to be sponsor by you through the parent / grandparent sponsorship category in January if you qualify to apply as a sponsor.
 
We don"t have 3 consecutive years of Canadian tax returns because we still half year in Canada.

While my Mom will be on super visa status, is it possible for her to receive Medicare?

She will not have access to provincial healthcare. She will need to get private medical insurance for her stay here under a TRV or supervisa.

Actually, 41 months is only the processing time for Step 1. You must also add the time for Step 2, which is currently posted at 46 months for Israel. http://www.cic.gc.ca/english/information/times/perm/fc-parents.asp#africa

As the others have said, the wait time is not an H&C reason.

What did you do.. did you think about bringing her here in Visit visa and then apply Inland H&C from within Canada?
