Outland Spousal Sponsorship from Colombia

Anybody from Colombia can help me with my outland spousal sponsorship. For the application they ask for a police certificate (required) but we can´t upload it, because we suppose to have a number after to sumit the aplication in order to have the police report so in that case what do I need to upload in that space?

Could you rephrase? And break that second long sentence into smaller sentences perhaps?

The website itself shows that a police certificate for Colombia is not required until they request it. Upload a letter of explanation showing that.
