If i might ask one more question: Did you drive across the border, and if so, how do you explain the reasons for submitting an Outland sponsorship from within Canada?
I just was worried cause it seems a little off not having an app submitted then telling them your submitting an outland from within Canada.
No - we didn't drive across the border. We mailed the application to Mississauga from within Canada. We didn't include any explanation of why we were submitting an outland application from within Canada.

It's legal to send your application from Canada even if you're applying outland, so no need to worry about it... outland or inland refers to the office where the application will be handled but doesn't really reflect where the person is. If your partner can have a visit visa, then you can choose either outland and inland, and there is no need to "hide it" - you can be open about it in the application too, with putting the canadian address etc, no worries.

One thing to add is that if you apply outland and have an interview, that interview will be at the visa office you applied with. (in the other country, not Canada)
