Outland; if interview needed, is it done in Canada or in the VO abroad?

Hi,
My husband and I are considering applying for his spousal visa via outland, but we're not sure. Would possible interviews be scheduled in Canada, on in his VO, which would be in France as he's a Spanish citizen? Also, I've heard interviews are only used to verify the validity of a relationship. We have tons of chat information, letters, photos etc.

Interview would be conducted by the VO. No - it's not possible to move the interview to Canada.

Do you happen to know under which circumstances interviews are typically required? I've heard with many applications they are not required.

Usually it's only required if CIC believes the relationship might not be genuine.
