I have sponsored my husband for outland Family Sponsorship to Canada. I am Canadian with a US Green card and my husband is American. Do I have to be living in Canada prior to my husband joining me as I have set up arrangements for us to live with my parents in Canada. Is there a specific time frame that I have to be living in Canada prior to the process being completed? We have been asked for additional documents which I can provide and the question posed by Immigration is "SPR's residency: Evidence that your sponsor resides or will reside in Canada"
you don't have to reside in Canada before the PR is granted, but you need to convince CIC that you will indeed move to Canada once the PR is granted.
Gather all the proofs you can. If you will live with your parents on arrival, get them to write a letter saying that they are aware that you are coming to canada with your partner and they are willing to host you until you get back on your feet.
If you have been looking for work in your area, and exchanging emails, then print them out. If you have been discussing with family/friends that you are moving to Canada, then print the emails/chat, get them to write a letter. If you are shipping stuff to Canada, get a quotation from a moving company.
If you need to give notice to your current job, for your current house, then write them down, and explain to CIC how you plan to move, and give as many evidences as possible that you are actually moving.
