I have a question in regards to the CIC outboud application ..
I married my wife and we came to canada together (she came on a student visa 1 year 3 months)
I would like to know what addresses and information I should put on the forms, her canadian address as she currently lives with me, or her address back in the middle east.
it seems all strange to put her canadian address on an outland application.
- will that cause her application to be sent to CPC in OTTAWA, or will it still be sent to the visa office in AbuDhabi
- will she be able to leave the country and come back (she has a multiple visa), she doesn't intend to stay past her visa if the application takes longer to process.
- where will the interview take place if required ?

no, it will have no impact on where her application is processed since she is there as a visitor.
yes, assuming she has a valid multiple entry visa, she is free to travel to and from canada.
the interview will take place in the country of the visa office it gets processed at, which presumably is AbuDhabi
remember, outland processing has nothing to do with where the applicant is physically. it has everything to do with where the applicant is from and where the application will be processed. the applicant wants to put the mailing address of where they intend to be when the application is approved. this is where CIC will send the approval/visa. if the applicant intends to be in canada, then that is the address the applicant wants to use. it has no bearing on the processing of the applicaiton.

CIC is asking for applicants to apply for CSQ prior to sending my applications.
MIDI (Quebec Immigration) requires me to have the letter from CIC confirming that the sponsoriship part of the application has been approuved.
What do I do?
It's like I am stuck in between both.
Since she has valid status in Canada for at least 1 full year, CIC may decide to process her app based on residency which means they would send it to Ottawa. Or they may process it based on her citizenship which would be Abu Dhabi. The choice is really up to CIC.

If CIC processes app based on her residency (CPC-Ottawa) then interview would be in Canada. If they process it based on her citizenship then interview would be in Abu Dhabi.

It's like I am stuck in between both.
You will receive your approval by the communication method you chose with a notation on the bottom telling you to file for the CSQ. MIDI will send the whole application back to you without it as it's listed on the checklist. So unfortunately, you'll have to wait until you are told to apply for it. The good news is I got my CSQ in 16 days. I assume you are referring to the question of the date you applied. It's not expecting you to have applied before sending it but it is asking you if you have applied for one before. I put no. If it won't let you ( as mine didn't at first) I just put the date I filled out the application with a note explaining the situation. I had no problems doing it this way.
