My sister in law (living in Canada- PR since April, 2012) applied for her Bangladeshi husband through out land process around 6 months ago, initially application was sent to Mississauga and after approval this was forwarded to Singapore, now Singapore sent a letter that her spouse in their interview list and has to wait for the interview, minimum waiting time is 24 month and advised not to contact them during this period.
my sister in law has been working (part time) but she can not speak properly (though psychically sound and good looking), she is not under any Canada govt allowances/assistance.
Do you have any idea why CIC targeted her spouse for interview ? is this normal ? Do you think 24 months waiting time are normal for CIC Singapore ?
She wasn't targeted. Interviews are common enough for non visa-exempt applicants. And yes, 24 months is the waiting time for interviews in Singapore, though some have gotten a date sooner.

Her husband likely got an interview request because there are red flags in the application, meaning they must have a large age/cultural/educational difference, short courtship before marriage, marriage on first meeting, parents not attending wedding, etc. This is quite common for applicants in the Singapore VO region, since those countries have higher marriage fraud rates than others. Describe to us what her relationship background is.
Also, her husband likely doesn't have to wait the full 24 months, a lot of Singapore VO applicants are waiting around 12-15 months.
