- Has anybody ever given any other evidence of language proficiency?  DID it work ?If so what was the score given on the basis of other evidence like? 
Secondly what if we send them other evidences  along with Ielts/toefl score. How do they give points when we send everything?
 Lastly but not the least what duration of training, education and/or work experience in English will be acceptable? How much score will be given? When I did the skilled worker application, they didn't ask for a toefl or ielts, they just took your word for it.  Now they ask for ielts so that score will determine how many points you get.  You can see it at http://www.cic.gc.ca/english/information/applications/guides/EG74.asp  You need score 7 or more to get full points.  If you take the ielts, English school or work experience is irrelevant because they go by the ielts score.

I am not a "senior member", but I can tell you what I actually did on my application! 
 
I sent in my application on Sept 27th, 2007 and have just completed the process. I did not take the ielts or toefl, but instead I wrote a letter stating that all my education has been in English since birth as well as the fact that English is my 1st and only language spoken at home and at work. I also incorporated into the letter some of the other questions asked on the form like the adaptability issue. That was good enough for them!
Of course, a word of 
caution! Be confident that your command of the English language is top notch before attempting this. 
If English is not your native tongue, don't bother! Just go ahead and take the IELTS!!!
Above all, 
when in doubt, just go ahead and take the IELTS!!!! It will only give you peace of mind and the opportunity to score the highest points possible!

I agree.  Senior member doesn't really mean anything except that you post a lot. I applied in Aug 2007 at Buffalo, USA. English is not native language. But, I did my schooling and bachelor degree in schools/universities where medium of teaching is English. I am working in US for the past four years. They did not accept the written explanation and the evidence I gave them. But my questions was basically that for instance I took IELTS and got like 12 points on the basis of IELTS score. 
Now is there a chance of getting some extra points from a total of 16pts if I send them letters stating that my undergraduate 4 years was done in English medium as I am in US and my work environment and training was done in English etc. Also stating that I have been studying English since childhood in school and college. In the light of above evidence is ther any chnace of getting like 4 extra points from total of 16 pts allocated to my first language that is English in this case.
I would be getting 0 out of 8 for french anyway !
Has anybody with English as non native language used the other evidence along with or without IELTS score got success ? Please let me know.
