We are planning to apply for inland application, together with the tourist visa extension and Open work permit.
Is it ok to apply for OPW without any job offer from employer? what are the supporting documents needed aside from the inland application required documents.

If you submit a complete Inland application, meaning that all forms are the latest version and you have all of the required signatures in place, including the OWP (IMM 5710) with your application will give you `Implied Status' throughout the entire process. If both of those are received by CIC prior to the expiry date of your current visa, you wouldn't need to extend your tourist visa.
You must make sure that you pay the proper/full amount for the OWP, which is $255 ($155 + $100).
If it is returned, you may lose your implied status, so make sure to triple check everything!
It's fine to list `unknown' for the employer. You only need the form itself, because your eligibility is based solely on the Inland application; CIC will already have all documents that would be pertinent for them to have, in your Inland package.
