So with all the changes with express entry, LMIA and all that I really am not too sure what the best method would be for our situation. My gf would like her sister to come here to work/reunite the family. Since she is in her late 20's she obviously can not come here through her parents or other streams (that i know of). She works in the retail industry, I'm probably able to get an LMIA for her through some business owners I know that potentially would be interested in hiring her. Should she apply for express entry (can she even apply through it?) or does she apply for a temporary permit with an LMIA or what? I'm really not 100% sure on how this whole process works now.
Really what is the best method to get her to come here (to eventually become PR) that would still allow her to work?
Ah - too bad. No working holiday visa options then.
Her options are pretty straight forward. She can secure a full time job in Canada along with an approved LMIA and then apply for a temporary work permit. This won't guarantee PR but will allow her to gain Canadian work experience.
If she qualifies, applying directly to immigrate is certainly an option (although the chances of being selected are significantly higher if she has a permanent job offer and approved LMIA). She'll have to familiarize herself with the Express Entry program requirements and complete the necessary pre-work (i.e. IELTS, ECA, etc.).
She could also come to Canada to continue her education as a foreign student (expensive option and no guarantee of PR of course).

So with express entry she can apply directly then eh? I did not know that. Would it be better if she applied for temporary work permit and then once she's here apply? or just go straight to express entry? I think she'll score high on the IELTS as she studied english and is apparently better at speaking english than my gf is.

She can apply for a temporary work permit without a problem but in order to eventually be able to apply for immigration, she needs to be working a skilled job. A low skilled work permit would only allow her up to 4 years in Canada and then she would have to go home.
