You can apply for a TRV. However, with a PR spouse, chances of approval are low. If it is approved, you can come to Canada as a visitor and apply inland for PR with an OWP.

No - not possible. The OWP is only an option if you are able to come to Canada on a TRV and apply for PR inland.
