I am applying for permanent residence my husband who is a USA resident outland He was presently on a 6 month visit. What is the best way for him to be in Canada till his application is processed. He has to go back tomorrow. Should he ask for a open work permit at the border He lives in Grand Forks ND and I live in Winnipeg. There is no Open Work Permit with an Outland app. If he wanted a work permit, you should have applied using INLAND method.
He won't get a work permit unless he can find an employer willing to go through LMIA process to hire him, or for a job that he's qualified for under NAFTA rules.
I would just apply to extend his visitor stay online, he can easily stay (legally) that way and there shouldn`t be any issues getting at least a 6 month extension, your PR should be done before that runs out.

Do you mean that he is crossing the border and going back to US tomorrow?
Each time he cross the border, his "visitor status" is "reset". Each entry is access by CBSA officer and the maximum stay is 6 month (if no shorter time allow stamped at entry).
He doesn't need to apply for an extension if he plans to travel to US and come back. Since he applies outland, he is free to travel in and out of Canada. As a US citizen, he should have no problem travelling. He will need to show that he is visiting you while waiting for his sponsorship and not "moving to" Canada when he enters.

Sorry only just seen this now so it's too late. But yes. He could have simply applied online and since it was submitted before his current status expired he would be under implied status and could have stayed with you.
Or as YVR says he can just go back and forth with most probably very little or no issues.
