Open work permit with AR in toronto

Hey guys,

I’m planning to move from quebec to toronto and apply for express entry once i’m there, my question is when i receive the AR of the EE application, can i apply for open work permit in toronto? And do i need an employment offer o
To apply for this work permit? And lastly do this employer need to do the LMIA for me ?
