I recently applied for my spousal open-work permit and got a correspondence letter from the CIC stating that its approved by Immigration, however "The final decision to issue you a work permit and allow you to enter Canada is made after an examination by an officer in Canada".

I just a have a couple of questions regarding this-
  1. I am an Indian National and I applied for my work-permit from USA, can I go to a land border to get my work permit issued? If yes, can I accept my work permit and not enter Canada and return back to the USA? Or once granted, I have to enter Canada and then re-enter USA?
  2. They never requested my passport for TRV stamping, is this because I already have a Vistor Visa TRV stamp?

For Point 2 - Yes, since you have a valid visa they need not do additional stamping in Passport. They will give tehe work permit at POE
For the first point I am not sure. But why do you want to get the permit and go back to US? Didnt you want to work in Canada?
