Open work permit for a postdoc?

Hi,

Thanks in advance for ur interests and time.

I am a postdoc at a university of Canada. Holding a work permit restricted in the university.
My husband is a full-time international student at the same university.
However, our salaries cannot afford all expenses, and my husband's supervisor does not allow him to work part-time.

So my questions are:
1. Can I have an open work permit when I am also a postdoc?
2. Can I apply for owning it if I want to quit the job of postdoc and find another one (although I am not sure what kind of other jobs I may take)?

Any related experiences and suggestions are very welcome!
