If your job comes under NOC 0,A or B, your wife can be eligible for Open Work Permit-Spouse.
I don't know much rules on PBWP. But you may check the eligibility in cic.gc.ca site for more details.
No there is no need for A,O, B job catagory. Once you have been nominated by the provincial government for PR your spouse can apply for owp from india. My husbnd got his work visa today. It took only 12 days for the processing. We submitted upfront medical track sheet with the file. Here is my timeline
Upfront medical done : 12 -Jan -2014
File submitted at Chandigarh vfs: 23 -Jan-2014
File received at chandigarh consulate: 24 -Jan-2014
File in process: 24 - Jan-2014
Visa stamped: 6 -Feb -2014

NOC 0, A or B is only relevant if you are only on a work permit / study visa. Of course if you have a PR in process, this no longer applies.
It is important to note that if you have gotten an LMO for work permit in any of the NOC 0, A or B, you can apply for SOWP as well as trv / open study permits for dependent children.
