Can I apply for open work permit inside Canada if I apply for PR from outside of Canada? If not then what is the next best option ?
Btw I am on a ten year visitor visa (6 months max ) and my wife is canadian.
I will be in canada definitely before my PR app is done.

No - you cannot.
An OWP is only available if you apply for PR inland.
Otherwise you need a job offer from an employer and that employer has to get an approved LMIA so that you can qualify for a closed work permit.

I still haven't submitted the PR app. What do you think I should do ? I've read that the outside PR app takes faster so that is why I wanted to start from outside but if I apply inland how long do you think the OWP app could take ?

Inland and outland are pretty similar these days. Around 1 year.
I'm from India, In AIP program PR application is mandatory with the visa process or possible to apply PR process after I reached in Canada? I'm asking because IELTS is mandatory for PR process may be delay for getting visa. I have not prepared for test & need much more time.
I don't know about AIP program honestly, in my case I will probably go to canada and apply from there and as far as I know I don't need IELTS now. What you are doing is a tottaly different program
