Ontario PNP Nomination?

I have few questions and I hope my follow members will help me. I have applied for Ontario PNP with out job stream in November 2013, but so far my application is pending. My questions are following:

(1) After getting the nomination, what is the procedure to apply for CIC application?
(2) Do I also need to have a job to apply for CIC application? [After applying for Ontario application, I came to my home country to visit my family, and will be back in June 2014 on Post Graduate Work Permit]
(3) Do I also required IELTS for CIC application, even though I will be applying for PNP stream?

Any other information will also be helpful.

The process in posted in detail on CIC website. I dont think you need job or IELTS for the fed part.

Thank you. I didn't find any detailed information on CIC website regarding this.

Any successful member who applied without job offer stream, can please tell me CIC process in detail, after getting the nomination.
