Ontario pnp expression of interest how to apply

Hi . I have a question on Ontario pnp on how to apply . Please help .

1. Is there a need to fill out a eoi for Ontario or you get automatically picked up from Express entry pool .

2 . Recently heard people under 400 crs are also getting eoi . Which noc is it and does it need certification or licensure . I am working as a business analyst for last 6 years .

2. No chance at 400 if you don't have french proficiency or job offer from ontario
