To be fair the system was abused by many and many were getting huge grants for advanced degrees while working good jobs. Remember someone getting a 25K grant for an MBA while working at a bank. That's not helping low income families.
The reduction in tuition fees for domestic students will likely translate into higher fees for international students, as colleges and universities will need to make up for that difference somewhere.
