VAC here goes to Rome Embassy but they have been refusing most of the applications....Online application goes to Rome or which is the firts Visa Office on World that gets it?

The decision comes from IRCC (the body that approves and rejects the visa). Visa Application Centre is just the mediator between the applicant and IRCC as the applicant cannot go directly to IRCC. Regardless whether you apply on paper, online or which VAC you want, the final say is from the IRCC.
