Online visa application

Whom should I address the invitation letter to while applying online? I see some people address it to the person their inviting and others address it to the visa office they will be sending it to.

I addressed it to the visa office. So far it was ok, I mailed my parents application May 19th, we already received a passport request the next day. My parents mailed their passports the 26th, as of today we don't have any news yet.

I mean they applied online May 19th.
