Online PR Card Renewal "Returned for Incomplete Application" Check image on Post

original time sent was Feb of 26 2023 but this last friday of March 31st it shown "returned due to "incomplete application" as photo showned
keep in mind i checked it 2-3 times quadruple before sending , i sent the Files the correct one (imm 5444 and others) , correct photo size, passport/old pr card proof of documents so how is it still Incomplete application?

what do u mean resideny obligations? i got my pr since 2008 but went back to ph from 09 and halfway to 2012 and been here since 2012, on the online application didnt show any resident obligation that i had to submit unless u can send me a link to where i would need a document to send them? or which part of the application cause there was no part where they asked about it?

You would only need it if you have been out of the country for around 1000 days, I think.
