I am trying to pay the fee for the visa and it keeps saying payment failed,do you guys know if this is a common issue or something?

Should not be a problem. Check with your credit card vendor. I have never had issues with my online payments.
 
Be advised that the website is not accepting debit and prepaid credit cards.

The website doesn't take visa debit but prepaid credit cards it does accept. That's how I paid all of out fees
