Is there any difference between processing time taken for online and offline application?

I applied under spp and on the website it doesn't state any difference between online and offline.
It says 3 weeks for study visa in any visa office in India so tell me why do we see some cases where students don't get an answer to their visa application even after a month?

It does for applications from Inside Canada.

It doesn't show any difference from applications lodged from abroad.

I have applied for Canada via online processing n it has been more then a month that I havn't got my visa. My classes are about to start on 9th of January. Please help me. What should I do??
