online application processing time..........??????????????

Hi I applied from Chittagong, Bangladesh for study permit, in Canada through Visa Application Centre in Chttagong on 28/11/2015. I was selected in Seneca College, Toronto.
Today i tracked my application thorugh VFS tracking id & it said that my decision has been dispatched to the local VFS office.
Thay did not ask for my passport.
Does this mean that i have been refused.
please anyone of you eply.

you applied at VAC without your passport ? is it possible ?

I applied for TRV ( I have valid study permit ) from VAC in Khobar, Saudi Arabia since Oct 15th and noting out yet need to catch classes on January

welli apply on 13th NOV until now nothing even they do not take my passport just they give me code!and they ask me for Bio metrics and i do it on VFC!!
and after that they i had update on 18th NOV for Review of submitted documents and i up lode it to them sines that day nothing!!
next time ill not do it on online Application because they said it will not takes longer but it dose!! 25 days for study permit
one of my friend he apply Application papers in two weeks he got it " i apply from Saudi Arab-Riyadh

Applied on the 18th, and till now they still did not even request for the medical test. I wonder if I'll make it for the 4th of Jan to be honest.

I submitted my medical & police clearance along with all my documents in VAC, chittagong.
But with in 8 days from singapore,
they are saying the that my processed decision has been dispatched to chittagong.
DO they ask for passport through e-mail
or they send a letter through VAC

ya they did not take the passport, i submitted my medical & police clearance along with my application package.
Do they ask for passport through e-mail or they ask it by a letter through VAC
