I would like to know from which province I can do a one-year PG diploma, which will help me in getting PR.
I have heard about the Manitoba PNP program which counts points for 6 months experience. Are there any such other programs?

Age: 34
Experience: 9+years as a Software developer.
Another doubt is that I have done my degree in 2011 and since then I am working. Will study gap can be an issue?

Atlantic Immigration Pilot Program :- New Brunswick, Newfoundland and Labrador, Nova Scotia, Prince Edward Island
Atlantic International Graduate Program
have a degree, diploma or other credential from a publicly funded institution in an Atlantic province
have lived in an Atlantic province for at least 16 months in the 2 years before getting your degree, diploma or credential
take a language test to show you can communicate in English or French
show you can support yourself and your family when you come to Canada
Work experience is not required for international graduates hired through the Atlantic Immigration Pilot.
The employer must also meet certain requirements

GAP is not an issue but you just need to clearly mention about course like how is it helpful for you in future, What benefits ,etc etc in SOP. SOP is the key for you.If possible the try for universities .
