One year certificate in Medical Laboratory technician

Is One Full Year Program of Medical Laboratory Technician in Centennial College will make me eligible to apply for PGWP after graduation and then apply for PR?

You would only get a one year PGWP plus although not impossible but is unlikely you might finish the course and walk into a job immediately to gain a full years experience. All depends on everything else in your profile.

Generally speaking it's very difficult to get PR with only a 1 year program and 1 year PGWP.
