Eventually it boils down to two questions:
1. How many PR application do they want to process per month. We have the answer i.e over 100k this year which would put it at 8k per month
2. How many can they process per month. Last year they planned to process 25k in 6 months, that too alone for FSW. I think they can meet the target of 8k per month
Any what ways there are strong indications that things would need to change. Even if per week draws are planned, numbers are still bound to improve.

These people are just a bunch of trolls. Look at their posts, their explanation why other people can't see information about "second draw" is ridiculous. Try another browser? Use a proxy? Are you really buying it?

It is possible not to be able to see updated web pages from some sites (for some time). It just means that one of the intermediate servers handling your request has this web page cached and hasn't yet updated its cache, so it gives you an obsolete version. That's why a proxy may help. I too didn't believe it at first, but I could see the update from under a proxy, and now I'm a believer.

That is really odd.
When I browse instructions using VPN, I see info about second draw.
I still can't believe it is because of faulty caching though. It is just too unprofessional.
