My brothers sponsorship is almost approved. He is asked to come for medical. Can he land anywhere in Canada including Quebec?

Anywhere that has an immigration officer (some land crossings don't). You can land in Quebec, but be prepared to show proof that you are continuing on to another destination outside Quebec.
